House of Representatives votes out hurdle in N-deal

Pushing the Indo-US civil nuclear deal a step closer to reality, the House of Representatives voted overwhelmingly on Friday to overcome a procedural hurdle in the run up to a legislation on the agreement.

The House voted 355-55 on a rule waiving all points of order against the conference report to accompany the bill to exempt the deal from certain requirements of the American Atomic Energy Act of 1954 to allow nuclear commerce between India and the US.

The margin of approval of the rule showed 214 Republicans, 140 Democrats and one Independent came out in support and 55 Democrats in opposition.

The passing of the rule means that when lawmakers debate the deal no new amendments will be allowed.

What the lawmakers have done by approving this rule, established by the Rules Committee, is to set the parameters for the final debate on the civilian nuclear legislation on the floor of the House later in the day.

The division on the rule came after a lone Democrat, Ohio's Dennis Kucinich, demanded the ayes and nays after the Chair ruled that the ayes had prevailed in the voice vote.

Indo-US nuclear deal clears hurdle

The House-Senate conference committee compromise legislation to faciliate the US-India civilian nuclear agreement has passed both chambers of Congress and will now go to the President's desk for signature.

Administration sources said a signing ceremony would take place on Monday, December 11 with President George W Bush signing the bill into law.

The legislation which had hit a procedural snag Wednesday afternoon when one of the House conferees House Majority Leader John Boehner had put a hold on the conference committee report, was resolved Thursday morning and with it was sent immediately to the House and Senate for a voice vote that was met with a resonding aye.

In a formal step towards the finalisation of the India-US nuclear agreement, United States Senator Joseph Biden, who will take over as chairman of the influential Senate Foreign Relations Committee in January, was one of the six Senators appointed on Monday as conferees for the committee that will work out the final legislation for the agreement, that will be be adopted and sent to President George W Bush for his signature.

In the second part of an exclusive interview to Rediff India Abroad Managing Editor Aziz Haniffa, Senator Biden explained that two of the three or four pillars upon which security for the world will be built in the 21st century are India and the United States.

Brad Pitt and Angelina Jolie were finally spotted taking in a bit of Pune October 8, when they sampled an autorickshaw ride!

For four days -- courtesy Indian and international photographers, who have done a 24/7 stake-out of the couple's hotel, Le Meridien, Pune -- we have had to suffer a series of hazy pics of Angelina seen through hotel screens, photographs of their Mercedes van and of their scuffling bodyguards.

The couple, along with their three children Zahara, Maddox and Shiloh, are in Pune to shoot for A Mighty Heart, a film based on a book of the same name by Marianne Pearl. A Mighty Heart is the story of American journalist Daniel Pearl, who was abducted and killed by Islamic extremists in Karachi, Pakistan, in 2002.

Jolie will play Pearl's wife Marianne, and Dan Futterman plays Daniel. Pitt will produce the film.

In this pic, Pitt holds on to Jolie protectively as she cradles five-year-old Maddox, her adopted son from Cambodia, another land of autorickshaws. Makes us wonder: Is the auto ride in preparation for the role? Or is it just to get a taste of the real India?


Brad takes a peek at Pune

Their ride apparently lasted a mere 20 minutes, past a few shops.

Panting photographers, in hot pursuit, and rather too slow traffic lights ensured a U-turn after 1200 seconds.

It was also an occasion for the couple's security to sample our three-wheel wonders as they too joined the calvacade in autorickshaws of their own. And at each signal they jumped out to form a protective ring around one of Hollywood's First Couples.

But even 20 minutes must have been a relief for Brad and Angelina who have not budged from their hotel in central Pune, close to the railway station, since they arrived in the city October 5.

The couple's security, while much more unobtrusive than our Z category measures for VVIPs, is pretty tight and very little is known about their itinerary in their month of stay.

But some shooting locations seem to have been revealed. Like a yellow-coloured car, with a Karachi license plate, was found parked near a building.

As you may have guessed, Pune will be converted to Karachi, where Daniel Pearl met his bloody end, for this film.


Brangelina to pave the way for others

The film also stars Irrfan Khan and Aly Khan, along with Angie.

Brangelina, as they are called by the international papparazzi, have probably set the trend for other Hollywood couples to come to India. Catherine Zeta Jones and Michael Douglas plan to visit India to shoot a film called Racing The Monsoon together.

IT/ITeS cos in trouble as tax sops near end

Mumbai: The clock is ticking for the Indian IT/ITeS industry. In ‘09, the tax break given under section 10A and 10B to the IT and BPO companies technically comes to an end. There has been no communication from the government so far on whether it plans to extend the tax benefit. However, the companies are going ahead with acquiring land to expand their facilities.

The IT and ITeS companies looking for a tax holiday have two options — either they move into a special economic zone (SEZ) or acquire land and get it approved as an SEZ. Many big IT and ITeS companies like Wipro, Satyam, TCS and Genpact have applied for SEZ and are awaiting government nod. They have applied for smaller pieces of land in states like Tamil Nadu, Orissa, West Bengal, Andhra Pradesh and Gujarat. But none of them have got a clearance on the same.

Moving to SEZ has its own problem. For smaller players like 3Global, a Mumbai-based captive of Hutchison-Whampoa, who can’t set up their own SEZ, the traveling time to office will also increase.

Sanjay Luthra, director, 3Global says, “For cities like Delhi and Mumbai, attracting BPOs to SEZs may be a challenge because the land is available at the outskirts and employees may not like to work there. So the government has a challenge on attracting companies to open offices in SEZs located at such places. The net result for such call centres may go to smaller cities where SEZs are situated within city limits.”

Many players who are setting up an SEZ are asking for higher rentals than the market price which is a de-motivator for companies to start their operations.

Kidnap case: Adobe India MD receives ransom call

Noida (UP): The family of three-year-old Anant Gupta, the son of CEO of Adobe Systems who was kidnapped, on Tuesday received a ransom call for his release from captivity.

Though police and the family would not go on record on this, sources said a telephone call was received at the Noida Sector-15 residence of the Guptas this morning demanding money for the release of the child.

It was not known how much money was demanded and no one knows about the captors of Anant, who was kidnapped in broad daylight by unidentified persons from outside his house on Monday.

Naresh Gupta, father of Anant who returned home from the United States early this morning, appealed to the media not to sensationalise the case so that no harm came to his son.

"The more you are covering the incident, it will cause more trouble for our child...my child's life is in danger," an emotional Gupta told reporters outside his residence.

"Please do not cover this issue anymore. We do not have any information about the child. The last time we saw him was at 8:50 am yesterday," Gupta, who is in charge of Adobe's operations in India, said.

Meanwhile, UP Special Task Force teams were dispatched to various places on the basis of clues provided by the maid servant and other domestic helps and security guards of the area.

Anant was abducted by two motorcycle-borne youths yesterday while he was waiting for his Lotus Valley school bus along with the family's maid servant outside his residence.
